This position is located at the VHA Office of Rural Health (ORH) Field Office in Salt Lake City, Utah. The primary purpose of this position is to serve as the national program manager providing oversight of the Rural Native Veteran Health Care Navigator Program (RNVHCNP) planning, directing, and implementing the RNVHCNP to Rural Native Veterans with the Veterans Health Administration (VHA) and Tribal Services/systems promoting federal and community care solutions for rural Native Veterans.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Duties will include, but may not be limited to the following: Program Management (50%) Serves as the expert program-specific manager for developing a state-of-the-art Rural Native Veteran (RNV) Health Care Navigator Program. Incumbent will design and implement an efficient and effective RNV Program for military veterans to access healthcare resources, including but not limited to medical and psychological care. Responsible for improved patient access, navigation, coordination, outcomes, and experience through the Tribal Health Care system, the Indian Health Services, VHA and the community. Monitors VA programs and activities including agency missions, policies, and objectives which impact program development and institutionalization. Communication Planning and Execution (50%) Analyzes data and works with leadership to tailor messaging for RNVHCNP to implement approved procedures and policies and acts on decisions pertaining to RNV. Develops new or modified local administrative program policies, regulations, goals, or objectives, and staffing infrastructure to serve program needs with commensurate program staff supervision, and training. Work Schedule: Full Time,Monday-Friday; 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. To apply for this position, you must have the following qualifications: GS-11 EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level in the Federal service. Qualifying specialized experience includes assisting with designing and implementing an efficient and effective program to improve patient access to healthcare resources including but not limited to medical and psychological care. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of three (3) years of graduate education leading to a Ph.D. degree, or a Ph.D Degree, such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work. -OR- COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education (beyond 2 years) and experience as described above may be used to meet total qualification requirements. GS-12 EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level in the Federal service. Qualifying specialized experience includes designing and implementing an efficient and effective program to improve patient access to healthcare resources including but not limited to medical and psychological care. There is no educational substitution at this grade level. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
