This position is located on the Tongass National Forest at either Craig or Thorne Bay, Alaska. The position supports the vegetation management program in accomplishing planning, review and implementation activities for that program and other resource area activities as needed. Duties

Duties listed are at the full performance level, GS-09. Plan implementation of individual vegetation management projects in support of timber stand improvement program. Conduct vegetative examinations of designated areas to evaluate existing conditions. Serve as Contracting Officer Representative (COR) or inspector on reforestation, timber stand improvement, planting or timber marking contracts. Conduct survival and stocking surveys and inspections to determine effectiveness vegetation management monitoring. Lead and accomplish plantation and natural regeneration survival examinations through clear and concise verbal communication. Utilize Geographic Information System (GIS) to draft maps in support of timber stand management. Implement traditional silvicultural prescriptions in accordance with approved guidance.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-08: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as Collected technical data needed to prescribe stand treatment; served as COR or inspector on specific contracts as assigned and/or supervises force account projects; ensured all provisions are enforced and proper measures are taken to protect or enhance values in accordance with contract objectives; prepared and submitted related inspection reports; assisted with field evaluations; provided information for site treatment needs, site preparation, natural and artificial regeneration, and stocking level control; served as Contracting Officer Representative on specific contracts as assigned; maintained/updated silvicultural electronic folders, electronic activity database and associated GIS layer(s); and/or conducted vegetative examinations of designated areas at the polygon level to evaluate existing conditions. OR You must have successfully completed a master's or equivalent graduate degree in a recreation program of study or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a forestry program of study. OR You must have an appropriate combination of specialized experience and education in related forestry course work, (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-09: You must have one year specialized experience equivalent to the GS-08 in the Federal service. Examples of specialized experience are: Developed the schedule and work plans for monitoring and inspecting TSI and reforestation activities; performed reforestation and stocking surveys in accordance with established procedures to determine planting needs, need for site preparation, plantation conditions, and seedling survival; performed surveys to determine degree and kind of animal and insect damage existing in assigned area; performed timber stand improvement surveys to determine stand conditions and the need for TSI treatments; traversed project areas, determines acreage, and drafts maps of those areas; assisted in preparation of recurring reports associated with the unit TSI and reforestation program; served as Contracting Officer Representative on specific contracts as assigned; maintained/updated silvicultural electronic folders, electronic activity database and associated GIS layer(s); and/or conducted vegetative examinations of designated areas at the polygon level to evaluate existing conditions. OR You must have successfully completed a master's or equivalent graduate degree in a recreation program of study or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a forestry program of study. OR You must have an appropriate combination of specialized experience and education in related forestry course work, (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
