Duties

WHAT IS THE PRIVACY, GOVERNMENTAL LIAISON AND DISCLOSRE (PGLD) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Governmental Liaison, Disclosure and Safeguards (GLDS). The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as an expert advisor who provides technical and administrative guidance on Disclosure/privacy issues including memorandum issued, Internal Revenue Manuals (IRMs), Treasury Inspector General for Tax Administration (TIGTA) reports, and technology. Keeps abreast of recent developments in the field of Disclosure, including recent court decisions, technology, current legislative resolutions, or problems encountered within the FOIA program. May serve as liaison to compliance and Counsel as well as external customers and recipients to clarify and resolve issues pertaining to FOIA requests. The incumbent may assist government attorneys in the FOIA litigation process. Also, the incumbent may be assigned FOIA requests involving politically-sensitive and/or media inquiries, large corporate entities, multiple entities, or possible litigation for release/non-release determinations. In this context, the incumbent performs an analysis of complex investigation files from different compliance functions. Evaluates the impact of Privacy Act regulations on the organization's activities and coordinates with internal organizations such as the agency's information technology security office. Assesses privacy risks associated with programs, operations, and technology. Plans and conducts educational training sessions on Privacy Act requirements. Reviews and evaluates the agency's privacy program requirements. May provide guidance and assistance to business unit staff in program development and delivery in assigned areas. May also coordinate data requests from Federal/state/local agencies. Provides formal and informal training and awareness for Disclosure staff and other internal and external customers; serves as a coach to less-experienced Specialists or Assistants.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in Federal service. Specialized experience for this position includes demonstrating experience in researching procedural guides encompassing references to multiple business units, legal research background, or other experience that required a broad understanding of cross functional operations and procedures, regulations, or other areas related to the position to be filled. Examples of qualifying experience include: Preparing, reviewing, or applying Internal Revenue Manual procedures in more than one section, advisory letters, memoranda, etc. related to procedures in multiple functions in addition to cross functional cooperation; or analyzing and adjudicating taxpayer claims, appeals, negotiation strategies, or similar work related to Federal tax operations; or work as an attorney or paralegal that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations; or work as a Disclosure Specialist conducting and interpreting FOIA law, regulations, and procedures; or work as an accountant, auditor, analyst, or investigator that required application of the Internal Revenue Code and related laws/procedures. Your experience must be sufficient to demonstrate the following: experience showing the understanding of Federal tax laws, IRS procedures of multiple business units, and other pertinent technical matters to address taxpayer's needs; convert complex tax laws and other technical matters into clear, concise, logically arranged, well written and easy to understand explanatory material; experience applying the IRC and IRM procedures, principles, techniques and practices; experience working with and applying technical law and research techniques that include using on-line and paper methods. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
