Privacy, Government Liaison and Disclosure (PGLD) Government Liaison, Disclosure Safeguard (GLDS) Disclosure
The following are the duties of this position at the full working level.
Serves as an expert advisor who provides technical and administrative guidance on highly complex Disclosure/privacy issues. Also, develops confidentiality-related policies for nationwide application to both internal and external customers.
Reviews and analyzes appeals for denials of access to records requested under FOIA to identify trends and to make recommendations on releasing records for future requests. May be called upon to testify on behalf of the agency with regard to FOIA cases and assist Government attorneys in the litigation process.
Serves as liaison to external customers and recipients to clarify and resolve complex issues.
Develops agency policy and procedures with regard to the administration of FOIA.
Provides guidance and advice on Privacy Act and laws ensuring compliance in these areas. Plans and conducts educational training sessions on Privacy Act requirements. Reviews and evaluates the agency privacy program requirements. Also develops, implements, and maintains privacy policies and procedures.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes Extensive knowledge of Disclosure legislation, statutes, regulations, Internal Revenue Code Section 6103, the Privacy Act, Freedom of Information Act, related privacy laws, the IRM, policies, procedures and court decisions to determine that IRS documents, records, information, and operations are in compliance with the law and to coordinate issues with IRS business units.
Mastery knowledge of a wide range of analytical methods and techniques, both qualitative and quantitative, for identifying trends and significant program issues. Skills in program development, measuring and evaluating disclosure compliance are required to improve organizational effectiveness and efficiency. Thorough knowledge to communicate effectively to identify problems, analyzes causes, develop solutions, and coordinate varying phases of work. Knowledge of oral communication techniques to present policy recommendations to management and communicate findings to all levels of employees and external stakeholders. Knowledge of written communication methods and techniques in order to prepare and deliver program and technical instructions to implement new policies and procedures and development of training to address deficiencies, changes, and needs of the Disclosure program.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
