Duties

This position is located at Fort Totten Agency, Fort Totten, ND; and Turtle Mountain Agency, Belcourt. ND. Serve as a commissioned law enforcement officer performing law enforcement duties. Your duties will include, but are not limited to: Performing law enforcement duties including investigation, apprehension, arrest, detention, or prosecution of persons violating applicable laws, rules, and regulations. Conducting investigations of a number of complex and varied matters in a wide range of location, involving both geographically isolated and densely populated areas that involve locating, securing, and protecting crime scenes. Collecting and/or seizing evidence, including correspondence, maps, historical information, exhibits, and photographs; then preserving and protecting it, and properly disposing of it upon completion of cases. Controlling vehicular traffic and investigating traffic offenses and accidents involving operating under the influence of alcohol or drugs, fatalities, injuries, or property damage. Testifying and presenting evidence to grand juries in cases involving felony violations. Applying for and executing search and arrest warrants. Performing surveillance of sites and suspects, often for extended periods of time, to obtain evidence, establish probable cause, or to link multiple suspects and events to probable criminal activity. Serving as a technical specialist for the prosecution of cases in U.S. Magistrate Court, State, and local courts. Familiarizing other law enforcement personnel with Federal and State laws governing applicable laws and provides training in law enforcement skills, techniques, and practices to prevent and/or detect illegal activities. Conducting analyses to assess the existing level and type of resources devoted to the program, including the development and compilation of evaluation reports with recommendations on improvements. Representing the BIA OJS in all technical phases of law enforcement in the Agency's relations with Tribal and BIA officials, other Federal agencies, and state/local governments. Assisting in maintaining liaison with a variety of organizations within the BIA, and outside law enforcement agencies. Provide technical and supervisory responsibilities to plan, direct, implement, evaluate, and coordinate the functions of the Law Enforcement Program.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ). GS-11:To qualify at the GS-11 level you must have one year of specialized experience equivalent to the GS-09 grade level performing ALL of the following: Investigating, apprehending, detaining, arresting, or prosecuting and/or include detection, issuing citations; transporting prisoners to detention facilities, and prosecuting violators of a variety of law enforcement laws, rules, and regulations that have been enacted to insure the protection and safe use of Bureau facilities and resources. OR Education: 3 full academic years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study. OR A combination of specialized experience and education that totals 100% of the experience requirement. FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence. NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
