This position is located within the Bureau of Indian Affairs, District 1-Turtle Mountain Agency, Turtle Mountain Agency, in Belcourt, North Dakota. This position is open to current Bureau of Indian Affairs (BIA) Employee, Office of Justice Services (OJS).

Duties

Incumbent will serve as a commissioned law enforcement officer performing law enforcement duties. These duties will include detecting, investigation, apprehending, detaining, arresting, and/or issuing citations but are not limited to: Prosecute violators of a variety of law enforcement acts and regulations Provide a law enforcement presence to prevent crimes on school property. Educate students in D.A.R.E. (Drug Resistance Education) and G.R.E.A.T (Gang Resistance Education and Training). Investigate the occurrence of criminal activities such as: violence against a person(s); property, Natural Resources, etc. Carry out activities to deter illegal or potentially harmful activities. Apprehend violators of Federal and/or State criminal laws and take them into custody when such action is appropriate. Conduct investigations that involve: locating, securing, and protecting crime scenes.

  • Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Form BIA -4432 must be submitted with the application if claiming Indian Preference.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ). MINIMUM QUALIFICATION - GL-9: One year of specialized experience at or equivalent to the GL-07 grade level performing ALL of the following: 1)Work with students, staff and the public in a school environment providing law enforcement related education; 2) Requesting and presenting justifications for arrest warrants; 3) Conducting investigations of criminal activities; 4) Prosecuting and apprehending violators of law to ensure the protection and safe use of facilities and resources; and 5) Maintaining the lifespan of evidence from collection to proper disposal, upon completion of cases. Or Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B, or J.D., if related from an accredited university. Or Combination of education and specialized experience that totals 100% of the experience requirement. FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence. NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
