About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Space & Missile Defense Command/ ARSTRAT, Deputy Chief of Staff, G-2 Security Division, Security Team, Colorado Springs, CO 80916. Duty Station Location: Peterson AFB, CO.

Duties

Serves as Security Manager and Special Security Representative (SSR) for the Space Missile Defense Center of Excellence (SMD CoE), a Major Subordinate Element (MSE), under the United States Army Space and Missile Defense Command (USAMDC). Provides security program management and policy guidance for the automation security, Information Security, Personnel Security, Physical Security, Industrial Security, Research and Technology Protection (RTP), Foreign Disclosure, and TEMPEST programs Serves as Space and Missile Defense Command Center of Excellence Security Program Manager and SSR, managing the overall execution of the collateral and Sensitive Compartmented Information (SCI) security programs, operations, and exercises. Manages all aspects of the Life-Cycle of cognizant Sensitive Compartmented Information Facilities (SCIF) and operational security for subordinate SCIFs. Serves as the alternate Action Officer for coordination of Anti-Terrorism and Physical Security services in support of personnel assigned to those duties within the organization.

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty (TDY) travel will be required 20% or less of the time.

  • Required a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
