This position is located in the Bureau of Global Public Affairs, in the Office of the Deputy Assistant Secretary for Strategy, Outreach, and Events, Office of Events and Travel (GPA/SOE/ET). The Bureau of Global Public Affairs carries out the Secretary of State's mandate to articulate the foreign policy of the United States and to communicate with and engage U.S. and global audiences.
Duties
Ensures that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans, and work products and services.
Works closely with the GPA Front Office developing, implementing and deploying public affairs media strategies and messaging.
Plans, develops, researches, and drafts factual and analytical communications of the most important and significant media strategies related to highly complex program and policies initiatives.
Establishes and maintains effective working relationships with scholarly analyst and media representatives to analyze public reaction and gage interest in various aspects of U.S. foreign policy.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing advice, direction and recommendations on designing, presenting and evaluating products that communicate key aspects of the DOS mission.
Experience identifying and evaluating the causes for public misunderstanding or indifference to programs and policies.
Experience developing modified or new communication strategies that establish and maintain mutual understanding.
There is no substitute of education for specialized experience for the GS-14 position.
