The position is located in the Audit Division (AD) of the Federal Election Commission (FEC). The AD's major responsibilities concern the public funding of presidential campaigns and audits of various political committees. The AD evaluates the presidential primary candidates' applications for matching funds and determines the amount of contributions that may be matched with federal funds.
This is a non-bargaining unit position.
Duties
As the Supervisory Auditor in this position, you will:
Oversee the receipt and consolidation of the auditee's data from complex databases and accounting systems.
Ensure that the consolidated files result in usable databases that are in material agreement with the auditee's bank records.
Ensure that all audits follow approved internal procedures within applicable timelines.
Manage other staff for audits in addition to managing the staff on the incumbent's team.
Prepare and oversee the preparation of reports, audit findings, referrals, and memoranda to Office of General Counsel, the Alternative Dispute Resolution Office and the Reports Analysis Division (Administrative Fines Program).
Requirements

- Candidates must meet time-in-grade requirements (52 weeks at the next lower grade).
Qualifications
In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
BASIC REQUIREMENTS
Applicants must meet one of the following Basic Requirements for the 0511 series.
A. Have a degree in accounting or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must submit a copy of your transcripts).
OR
B. Have a combination of education and experience that includes at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: 1)Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 2) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND
ADDITIONAL QUALIFICATION REQUIREMENTS for GS-14
Specialized Experience: Have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in private or public sectors) conducting audits and investigations. This must include activities such as: 1) Overseeing the receipt and consolidation and audit reports and financial analysis; 2) Reviewing audit reports, findings and memoranda for completeness and accuracy; 3)Preparing and overseeing the preparation of audit reports, findings, referrals and memoranda's; 4) Briefing senior leadership and committee officials on audit reports, findings, referrals and memoranda's. 5) Advising and guiding a team of auditors ensuring that reporting's are within agency policies and procedures.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
In addition, you must provide a cover letter describing your experience with the competencies identified below.
Auditing - Knowledge of generally accepted auditing standards and procedures for conducting financial and compliance audits.
Audit Reporting - Knowledge of the principles, practices, and techniques used to report audit findings (criteria, condition, cause, effect, and recommendation).
Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical or sensitive); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Self-Management - Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you received a degree, the transcript must show the date the degree was awarded or conferred.
A self-created transcript, or a list of courses you have prepared, is not acceptable.
Foreign education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
