THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GENERAL SUPPLY SPECIALIST (TITLE 32), Position Description Number D1975000 and is part of the IL 182 AW, National Guard.

Duties

As a GENERAL SUPPLY SPECIALIST (TITLE 32), GS-2001-9, you will serve as a technical advisor to the Wing Commander, staff, base personnel, state, and supported Geographically Separated Units (GSUs) regarding policy and procedure pertaining to equipment accountability. Major Duties - This is NOT an all-inclusive list: Coordinate with Equipment Custodians to identify equipment requirements for deployments. Request deployment review listings through the GLSC or utilize similar listings and identify equipment to be transferred or placed in a deployed status. Ensure deployed custodians are appointed and trained and understand what actions are required upon arrival at deployed location. Identify, coordinate and monitor War Readiness Materials (WRM) and mobility equipment requirements to ensure all authorizations are on hand, on order, or included in appropriate budget document. Verify accountability of all capital equipment, nuclear related equipment, Communications Security (COMSEC) equipment, and performs a 10% random sample of remaining accountable assets. Ensure the unit has a process in place to account for pilferable items purchased with the Government Purchase Card (GPC). Ensure accountability of equipment assets purchased with the GPC and/or through Base Contracting. Ensure assets are accounted for on the Organizational Visibility List (R15) and are inventoried at least annually or upon change of custodian. Schedule and conduct formal organizational visits annually to each supported organizational account both on and off the installation to ensure custodians are adequately performing their accountability responsibilities. Provide the responsible officer and the responsible officer's group and wing commanders with a written report that identifies strengths, findings and observations. Maintain a suspense system to ensure replies and corrective action are accomplished within 30 days. Measure schedule effectiveness to ensure organizational visits are conducted annually and brief schedule effectiveness to Materiel Management Flight Chief and LRS/CC. Ensure custodians are aware of changes regarding the ERS. Review and analyze data from which budget estimates are developed pertaining to equipment requirements. Ensure a semi-annual reconciliation of all Communications Security (COMSEC) items and annual small arms reconciliation are processed and all discrepancies resolved. Meet with customers to assess customer satisfaction, explain organization policy and procedures, and to resolve significant and/or potential problems.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only - Minimum rank of SrA. Maximum rank of TSgt. GENERAL EXPERIENCE: MUST possess experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided general knowledge of one or more aspects of the supply field; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes 24 months experience dealing with cost estimates, budgets or funding management; experience conducting extensive and exhaustive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support for supply activities. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
