JOB DESCRIPTION: Training and Education Officers develop, evaluate, and/or implement training and educational programs. They determine and analyze learning needs, develop and evaluate learning solutions, deliver and teach course content, manage course logistics, and/or evaluate student learning.

ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) serves as the world leader in providing timely, relevant, accurate and actionable geospatial intelligence (GEOINT). NGA's civilian, military and contract personnel evaluate imagery, maps, charts, multiple layers of foundation data - such as terrain, elevation and gravity - and the full spectrum of visible and invisible light in order to help users visualize what is happening at a particular place and time. Our intelligence officers go beyond describing 'what, where and when' to revealing 'how and why'. Our work enables decision advantage for our policymakers, warfighters, intelligence professionals and first responders. NGA uses a flexible, high mobility career model. Individuals are hired for their overall skills within a specialty such as Training and Education Officer, and then placed in various positions throughout the agency once they complete the clearance process. Although currently advertised as a No, Permanent, telework-ineligible job posting with occasional travel, it is unknown which specific positions will be available after applicants complete the selection and clearance process. Because of this, aspects of the job such as travel, supervisory, telework, etc., may change, depending on specific positions available at that time. It is also possible that applicants could be hired into a position with specific aspects and then change positions after serving for a period of time in that assignment. Applicants who have completed the clearance process receive final documentation about the nature of the specific position before they make the final commitment to join NGA. Duties:ISDs apply a systematic methodology to design and develop courses and other learning solutions to support the acquisition of new knowledge or skills. They use their expertise across the curriculum lifecycle to execute analysis, design, development, implementation, and evaluation processes (i.e., ADDIE, or a similarly structured approach). As an ISD with the National Geospatial-Intelligence College, you will generally use your expertise to update existing courses and to develop instructor-led and virtual training (synchronous and asynchronous). A more detailed description of ISD responsibilities includes utilizing the ISD methodologies and applying adult learning principles in the creation of learning solutions; integrating instructional strategies and technologies to effectively achieve desired learning outcomes; applying project management skills to develop learning solutions within planned development timelines; and collaborating with stakeholders and subject matter experts in all phases of a project. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience in conducting learning needs analyses to validate learning-related requests and drive appropriate course designs.2. Demonstrated experience to apply ISD methodologies to the design, development, and evaluation of instructor-led, web-based, or video-based learning solutions.3. Demonstrated ability to integrate instructional technologies into both the ISD process and product.4. Demonstrated experience in managing customer expectations; ability to establish and maintain effective relationships with stakeholders is a must. 5. Expertise in project management, including managing simultaneous curriculum-related projects across organizational boundaries.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Education, Instructional Systems Design, Instructional Technology, Human Performance Improvement, Adult Learning, Adult Continuing Education, Human Capital Management, Educational or I/O Psychology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in the development, evaluation, and/or implementation of training and educational programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in the development, evaluation, and/or implementation of training and educational programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated experience in designing and developing virtual instructor-led training and/or micro-learning.2. Experience in teaching/facilitation is desirable; experience in using a variety of learning technologies, including video conferencing software (e.g., Webex, Adobe Connect, MS Teams) to facilitate online engagement is a plus.3. Experience in designing and executing data collection/analysis strategies; analysis related to learning outcomes is preferred.4. Demonstrated ability to incorporate best practices and process/program improvements into training and education-related operations.
