You will serve as a INFORMATION TECHNOLOGY SPECIALIST (ENTERPRISE ARCHITECTURE) in the Installations and Logistics Department, Facilities and Services Division (LF), MARINE CORPS INSTALLATIONS COMMAND (MCICOM) of MARCORPS NATIONAL CAPITAL REGION.

Duties

You will review plans and specifications for adequate analysis and justification of requirements, cost estimates, schedule implementation, availability of installation/test personnel site preparation, and similar concerns for the Marine Corps. You will provide Information Technology Infrastructure (ITI) planning support during Minor Military Construction planning and execution activities. You will serve as the LF/MCICOM G-6 representative on inter­ service and inter-agency committees and working groups. You will review minor construction plans for ITI and facility specifications and validate budgetary justifications. You will provide expert advisory services, planning, and strategic oversight to the design, development, implementation, monitoring, and maintenance of the necessary materials and labor to support ITI project implementation. You will prepare strategic polices, directives, and guidelines to ensure implementation of ITI Master Plan in accordance with associated Facilities Master Plan. You will prepares and presents strategic briefings for senior level Marine Corps, SECNAV, and OSD officials on the status of ITI projects and issues residing within construction projects.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting strategic reviews of communication facilities requirement plans and specifications and providing strategic level advice in the administrative and technical areas of Information Communications Technology. AND in addition , your experience must reflect skill in the following areas: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensuring technology gaps between the current and future architectures are identified and addressed. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Assisting installations in interpreting requirements and in applying policies and guidelines. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing expert advisory, planning and strategic oversight and maintenance of the necessary materials and labor to support ITI project objectives and implementation. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Making recommendations to Senior Leadership on appropriate actions and revisions to policies, guidelines, and directives, as necessary to ensure ITI project objectives are met.
