This position is located in the Acquisition Directorate (AD) of the Washington Headquarters Services (WHS). The AD provides quality end-to-end acquisition and procurement services and the incumbent supports a demanding customer base in a highly-charged, dynamic and high visibility environment. The AD supports various components of the Office of the Secretary of the Defense (OSD), the Office of the Deputy Chief Management Officer (ODCMO), WHS, and the Pentagon Force Protection Agency (PFPA).
Duties
Incumbent typical work assignments may include the following:
As a Team Lead, you will be responsible for efficiently executing cradle to grave management of a wide range of acquisition instruments for a broad range of products and services to include: specialized equipment, supplies, advisory and assistance services, security and force protection services, facility operation and maintenance, information technology, professional studies, research, construction, architect and engineering services and renovation and repair; as well as the award and management of grants and cooperative agreements; and support to Federal Advisory Commissions, Boards and Task Forces.
Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services; articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Support a demanding customer base in a complex, highly-charged, dynamic and high visibility environment; and is responsible for the management and direction of a complex, politically sensitive acquisition program.
Serve as a senior advisor to AD Senior Leadership; provides authoritative guidance and executive level coordination in order to provide mission essential support to senior leaders and other critical customers in the OSD, ODCMO, PFPA, and WHS.
Responsible for executing pre- and post-award acquisition management functions using a variety of acquisition vehicles such as firm fixed-price, cost type contracts, grants, cooperative agreements, and interagency agreements.

- In accordance with the provisions of OGE SF 450, the incumbent of this position is required to submit initial and annual confidential statements of affiliations and financial interests

BASIC REQUIREMENT Degree: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
Exemption: You are exempt from the education requirements above if you are a current DoD employee who occupied a GS-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30th, 2000; OR, you are a current military service member and occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000.
You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-3 (GS-13 equivalent) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: (1) Managing a wide range of acquisition instruments for a broad range of products and services; (2) Managing procurement process to include rules, regulations, and procedures governing the pre-award and post-award contract phases; (3) Utilizing a wide range of analytical, qualitative and quantitative methods for the assessment and improvement of program effectiveness based on agency goals and objectives; and (4) Negotiating with management and others to accept and implement recommendations, and to attain desired goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
