The position is located in the Training Management Branch, Maintenance Support Division, Office of Facility Management, Operations Directorate, Bureau of Overseas Buildings Operations (OBO/OPS/FAC/MS). You will serve as a Program Specialist responsible for planning, researching, analyzing, communicating, and serving as liaison for worldwide operations and maintenance training within the Office and for all Department of State (DOS) embassies and consulates.
Duties
Serves as a sole authority in the development, implementation, and modification of the domestic and overseas Facility Management training program, program services, and products delivered to customers worldwide.
Performs a variety of special projects including the development of individual training courses developed to meet specific training needs.
Serves as Contracting Officer’s Representative (COR) or assigns duties to program staff to ensure contracts are properly monitored and executed.
Evaluates the effectiveness and efficiency of training guidelines, standards, and operations, creating services and tools that enable post facility managers and locally employed staff worldwide to better operate and maintain complex facilities.
Develops training budgets and advocates for and justifies the training budget for worldwide operations for in-class and on-line training to include related travel and for multi-language training aides such as videos and other open-source materials.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience analyzing problems and program requirements related to special facility programs.
Experience developing multi-year program plans for current and future program and service needs.
Experience serving as a technical monitor for contracted work.
Experience with researching, developing, and/or acquiring training programs for building construction/maintenance personnel.
There is no substitute of education for specialized experience for the GS-14 position.
