Primary duties will be at the USPTO's Alexandria Campus. The detail is scheduled to begin January 2024.
Duties
This is a competitive career detail not-to-exceed one (1) year. Detailees will be selected to serve for an initial 120-day period, which may be extended in increments of 120 days, up to one (1) year. Primary duties will be at the USPTO's Alexandria Campus. The detail is scheduled to begin January 2024.
The work schedule for this detail will entail 40 hours per week. Production employees may work an 80/20 schedule if required to do so by their respective business unit.
Hoteling/TEAPP may be authorized.
Telework - Full time telework allowed (In Office Requirement, on an "as needed" basis).
Priority for selection will be given to those qualified candidates who have not had a career development detail or those with the least amount of service on a career development detail within the last four (4) years. Except extraordinary circumstances, an employee shall not serve on a career development detail a second time in the same area.
These detail hours are not considered production related for production award purposes.
This is bargaining unit position.
DUTIES: As an international enforcement analyst and liaison, this position is responsible for assisting Enforcement Team attorney-advisors with a variety of legal activities regarding legislation and the legal impact on intellectual property matters, enforcement policies of U.S. law enforcement agencies, strategic planning, international treaty obligations and agreements, and the USPTO, Department of Commerce, and various stakeholders. Duties include, but are not limited to the following:
Responding to requests for legal analysis and technical assistance involving intellectual property enforcement policy, laws, and enforcement on an international scale regarding obligations in bilateral and multilateral treaties and trade agreements.
Conducting assignments, program projects, and special projects as directed by the Senior Counsel for Enforcement.
Keeping Enforcement Team attorney-advisors apprised of all action on pending legislation, regulatory developments, or policy discussions of interest to the USPTO for which the incumbent has been assigned responsibility.
Providing current, accurate and complete information regarding domestic and international activities pertaining to intellectual property enforcement matters generally.
Providing current, accurate and complete information regarding the positions of intellectual property bar and industry regarding domestic and international training and capacity-building programs of the USPTO.

Qualifications
As indicated above, this detail is open to all current non-probationary GS-12 and above USPTO employees with at least a Fully Successful rating of record. Applicants should:
Possess experience with intellectual property laws and rights.
Possess excellent writing skills.
Organizational skills and an ability to simultaneously handle multiple tasks.
Ability to organize conferences and workshops.
Education
Additionally, applicants must:
- Possess a bachelor's degree from an accredited undergraduate college or university AND Possess a Juris Doctor (J.D.) degree or Master of Laws (L.L.M.) degree from an ABA accredited law school.
- Be an active member of the Bar in Good Standing of any State, District of Columbia, Puerto Rico, or any Territorial Court under the U.S. Constitution.
