Duties

This position is located within the Department of the Interior, Office of the Assistant Secretary, Office of Policy Analysis, in Washington, DC. This position serves as the Department of the Interior (DOI) Senior Advisor for Nature, under the direction of the Office of Policy Analysis (PPA), which is part of the Office of the Assistant Secretary - Policy, Management, and Budget. The position supports the DOI mission by providing advice, leadership, policy and analytical expertise, and coordination to advance the conservation and management of nature-individuals to populations to communities, genetic diversity to species to ecosystems-through DOI and our relationships with others. At the full performance level (GS-15) the major duties of this position include but are not limited to the following: 1. As the Department of the Interior (DOI) Senior Advisor for Nature, the incumbent works across DOI and with external partners to advance the conservation of nature and management of wildlife and their habitats. 2. Works cooperatively with other staff experts to develop DOI-specific strategic plans, budget documents, and policies and procedures that influence national and agency-wide programs for conserving and managing nature. 3. Key contact and a liaison to the Office of Science and Technology Policy, the Council on Environmental Quality, and other federal agencies on interagency efforts for the conservation and management of nature. 4. Builds linkages with international, regional, State, and Tribal colleagues to address policy and program-related issues related to the conservation and management of nature. 5. Initiate reports, position papers, and memoranda on proposed policy and program changes affecting DOI operations and interagency programs related to nature conservation. 6. Performs special projects and assignments for the Office of Policy Analysis to advance nature conservation and management issues and programs at DOI. The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Range Information: GS-15: $155,700 - $183,500 per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the grade to which you are applying. Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Providing advice on policies and programs regarding nature conservation and management. 2. Developing and maintaining working relationships with Federal, State, Tribal, and public interest groups to advance the conservation and management of nature. 3. Using a variety of technologies that support gathering, storing, summarizing, and presenting data and other knowledge, such as GIS software (e.g., Arc, QGIS), statistical software (e.g., R, Python), and databases (e.g., SQL and no-SQL platforms), to support evidence-based decision-making for nature. 4. Preparing technical and non-technical briefings, reports, letters, and program documents for leadership. Must meet all.
