Duties
This position will allow your expertise in in administration to provide advisory and technical services to CBP management.
This position starts at a salary of $64,957.00 (GS-9, Step 1) to $102,166.00 (GS-11, Step 10) with promotion potential to $102,166 (GS-12 Step 10).

In this position, you will strengthen the Department's ability to protect the homeland by becoming a valuable member of a team of administrative professionals. Duties include, but are not limited to:
Serves as an advisor to management on all administrative management matters associated with programs and operations.
Assists in identifying and implementing efficiency improvements by analyzing, streamlining, and automating cumbersome or time-consuming manual administrative processes.
As a liaison and trouble-shooter supporting the management team, relieves management of unnecessary interruptions and demands on their time by handling matters of a general nature or referring particularly technical matters to the appropriate individuals.
Coordinates internal and external taskings and deliverables and serves as liaison to HC management.
Assists staff to assure that the tailored responses are timely, complete, appropriate, and in compliance with executive preferences and policies. Assures that analytical, background, and supporting information is provided in correspondence packages.
Qualifications
Experience: You qualify for the GS-9 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Analyzing and evaluating developing recommendations and advising on modifications for frequently changing programs and policies.
Interpreting and recommending changes to administrative procedures and policies, both orally and in writing.
Providing advice and assistance to staff in preparing responses for executives.
Interpreting and adhering to policy guidance on the management of all types of communications directed to the attention of the organization's highest-level executives.
Conducting a substantive review of correspondence prepared for signature of organization executives.
Applying a wide range of administrative program concepts, laws, policies, practices, and analytical/diagnostic methods and techniques to address substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several interrelated issues.
Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assisting in answering sensitive and complex inquires, comments, and complaints, which involve issues pertaining to AMO programs and policies.
Assisting in developing new or modified administrative program work methods, approaches, or procedures for delivering effective services to customers.
Applying a wide range of administrative program concepts, laws, policies, practices, and analytical/diagnostic methods and techniques to address substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several interrelated issues.
Assisting with the implementation of long-range planning for administrative matters.

GS-09 Education Substitution:
Successful completion of two or more years of full-time graduate education or a Master's (or higher) degree from an accredited college or university or an LL.B. or J.D. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. I understand that I am required to submit proof of my educational claim. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
GS-11 Education Substitution:
Successful completion of a Ph.D or equivalent doctoral degree from an accredited college or university, or three full years of progressively higher-level graduate education leading to such a degree in qualifying field or an LL.M. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. I understand that I am required to submit proof of my educational claim. Check with your school to determine how many credit hours comprise three years of graduate education. If that information is not available, use 54 semester or 81 quarter hours.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/08/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
