About the Position: This position is located at HQDA ODCS, G-3 ADMINISTRATION OFFICE Pentagon, Arlington VA.
Selection will be made at either the GS-12 or GS-13 grade level.
Duties
Develop procurement strategies based on analysis of past buying.
Analyze acquisition procurement programs to accomplish the placement of complex contracts.
Evaluate contracting policies and/or procedures to mitigate future discrepancies.
Manage procurement documents to coordinate with higher headquarters for negotiations.
Implement contracting policy for assigned programs and program standardization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Subject to a pre-employment screening, and random testing thereafter.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Must meet position requirements for CONTRACTING Certification within 36 months of entrance on duty

Basic Requirement for PROCUREMENT ANALYST : Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must provide a copy of your Transcripts in order to be considered.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-12: One year of specialized experience which includes; : 1) Managing the contracting aspects for requirement and acquisition programs for an organization AND 2) Assisting with the development of acquisition strategies by reviewing and interpreting contracting policy AND 3) Preparing completed acquisition packages for higher level approval.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Specialized Experience GS-13: One year of specialized experience which includes; :1) Managing the contracting aspects for assigned requirement and acquisition programs for an organization AND 2) Developing acquisition strategies by reviewing and interpreting contracting policy AND 3) Providing financial, contractual and acquisition oversight of contracting programs.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
