Duties

This position serves as a Planning and Environmental Coordinator for the Canyon Country District. Provides interpretation and training for the development of National Environmental Policy Act (NEPA) and Resource Management Plan Amendment (RMP) documents in compliance with the Federal Land Policy and Management Act (FLPMA) and Bureau guidelines. Works with other coordinators to plan, lead and implement NEPA activities for the district including Environmental Impact Statements (EIS), Environmental Assessments (EA), Determinations of NEPA Adequacy (DNA) and Categorical Exclusions (CX). Serves as a liaison between Field Offices and other entities such as the State Office, Headquarters, Regional Solicitor's Office and other Federal, State, and local government agencies, Indian Tribal Governments, contractors, and external customers. Prepares and interprets records to assist the State or Solicitors' offices in the defense against, and resolution of, a wide variety of protests and appeals. Serves as spokesperson and/or liaison for RMP/NEPA documents and arranging public meetings in collaboration with project leads and managers. Serves as a Contracting Officer’s Representative for BLM’s contracted RMP/NEPA documents. Monitors the RMP/EIS budget ensuring it meets all arranged cost targets. Confirms RMP/EIS follows all agency planning documents and is responsible for coordinating with other federal, state and local agencies and other public interest groups.

Qualifications

To qualify at the GS-12 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level equivalent in difficulty and complexity to perform the duties of a Planning and Environmental Coordinator. Qualifying specialized experience includes: leading resource management planning activities; developing planning schedules and public participation plans; interpreting NEPA laws for resource management programs; writing regulations, policies, standards, or procedures within a natural resources program; and reviewing planning and NEPA documents to ensure they read smoothly and correctly. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary and does not require unusual physical activity or demands. On occasion may require walking over rough, uneven or rocky terrain during periods of extreme temperatures. May be required to drive two or four wheeled drive government vehicles over tarred, gravel or dirt roads. Work Environment: The work environment involves everyday risks and discomforts that require normal safety precautions typical of office, meeting and training room, and outdoor desert settings.
