The position is located in the Veterans Health Administration, at the Greater Los Angeles Healthcare System, VA Medical Center in the Office of Strategic, Facility and Master Planning. The incumbent serves as Program Specialist for the Strategic, Facility, and Master Planning by providing a full range of support functions assisting in the formulation and development of organizational facility plans and is involved in the analysis of demography of the Southern California market area.
Duties
Duties include, but are not limited to:
Perform routine and "for cause" audits of the Human Research Protection Program (HRPP) and verify that all research is approved by the VA Research and Development Committee prior to commencement of the research project.
Perform ongoing monitoring and audit of all areas of research compliance including human subjects research, animal research, and research biosafety.
Prepare audit reports including recommendations for quality improvement and performance standards for review by the Research Compliance Officer (RCO).
Provide coordination and partnership when presenting recommendations on the correction of deficiencies identified by audits.
Work closely with other departments such as Research Service, Research Pharmacy and Radiation Safety Committee to ensure the ethical conduct of research for GLA non-profit, and Academic Affiliate-projects involving human subjects.
Investigate grievances regarding laboratories safety to ensure Occupational Safety and Health Administration standards are met.
Provide training to Investigators, Research Staff, Administrative Staff, Research Committee, and Subcommittee members.
Serve as liaison with the Human Research Protection Program (HRPP) Administrator and Institutional Review Boards (IRBs) to ensure continuing accreditation by the Association for the Accreditation of Human Research Protection Programs (AAHRPP).
Provide assistance in the development of new research compliance assurance technologies.
Occasional travel maybe required.
Preferred Experience:
- at least one year experience in project management
- 1 year experience as Contracting Officer's Representative
- Performed Data analysis for clinic performance
- Prepare and brief presentation to higher management
- experience in budget analysis and forecast department annual budget
- COR certification
- project management certification
- Proficient in Excel, PowerPoint, MS team
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-11
You may qualify based on your experience and/or education or combination as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing audit tools, preparing audit reports and compliance analysis, preparing reports and recommendations for quality improvements, investigating grievances regarding laboratories safety, providing training to groups, and correcting problems related to the ethical conduct of research (must be in resume). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education that exceeds or equals a Ph.D level.

.Physical Requirements: The work typically sedentary and involves periodic walking, standing, bending, carrying light items such as instructional material and manuals.
