This position is assigned to the Mental Health Social Work (MH SW) Section, Mental Health Homeless Program, Grant & Per Diem Program (GPD). The incumbent functions as a Program Support Assistant under the Homeless Program Manager or designee of the Health Care for Homeless Veterans Program which is under the Mental Health Care Line (MHCL) Homeless Program and provides administrative, programmatic and management support.

Duties

Major duties include: Collects, analyzes, tracks, organizes and interprets data, surveys & questionnaires. Assesses and tracks workflow of staff and helps adjust to ensure adequate workload division and capturing. Modifies and resolves operational and systematic problems within the program. Creates complex databases for all areas of mental health program. Accurately maintains data updating frequently. Assists with developing and coordinating graphics requirements, including databases, tables and spreadsheets to complement communication materials. Schedules and takes minutes for meetings with prospective and existing community stakeholders. Assists staff with travel arrangements as needed. Works collaboratively with program manager and Fiscal. Communicates appropriately and courteously related to internal and external customers. Treats customers, Veterans, representatives, visitors, and all VA staff in a courteous, tactful, and respectful manner Provides the customer with consistent information according to established policies and procedures. Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws. Protects data from unauthorized release or from loss, alteration, or unauthorized deletion. Follows applicable regulations and instructions regarding access to computerized files, release of access codes. Uses word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports, and memoranda; and transmitting and receiving e- mail. Helps to manage important timelines, including those related to planning, direction, and timely execution of policy, training, education, research and evaluation, and/or data and surveillance projects/programs. Able to organize work, set priorities, and meet multiple deadlines. Understands Microsoft Word, Excel, and PowerPoint. Responsible for protecting information from unauthorized release or from loss, alteration, or unauthorized deletion, and following applicable regulations and instructions regarding access to computerized files, release of access codes. Understands and is able to analyze information such as performance improvement measures, interpreting data, and aiding the implementation of management plans. Develops work plans, recommends new procedures, typically related to the employee's individual assignment or immediate work unit. Communicates effectively both orally and in writing regarding regarding problem solving techniques. Understands purpose and techniques of Community Based intervention needed to perform these functions effectively. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manage, understand and interpret grants and accounts payable and as such manage all payments that accrue to the program; has a broad working knowledge of fiscal policies and procedures; design, implement and manage a system for admissions, performance measures, discharge outcomes, housing status, discharge follow-up and program satisfaction for Veterans in the Homeless Programs; generate spreadsheets, templates, and graphics for HCHV documentation and statistical gathering, analysis and display; updating policies and preparing meeting minutes. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands of this position involve active listening, reading, observing and evaluating verbal and nonverbal behavior, walking, speaking, bending, carrying of light items such as paper, books, small parts, writing reports, using office equipment such as computers, telephones, fax machines, copy machines and possibly driving an automobile. Some work is performed in a clinical setting that exposes the incumbent to communicable disease common to the homeless population. Strenuous physical activity is not required. Most of the work is performed in an office or clinical setting with adequate lighting and climate control. Travel by vehicle or air may be required.
