Duties

Primary Point of Contact for the panning, developing, initiating and executing a full range of activities pertinent to natural resources and conservation. Review and develop natural resources regulations and guidance to promote sustainable resources, inventory and monitor wildlife or vegetation, analyze and mitigate environmental impacts, and restore and protect threatened animals and plants. Plan and evaluate Integrated Natural Resources Management Plans actions and activities with Integrated Training Area Management program within the organization and other internal and external stakeholders such as the Colorado Parks and Wildlife. Identify rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions. Coordinate with higher-level staff regarding high cost and/or controversial projects. Consult and provide guidance to appropriate installation, local or state organizations in developing new or radically different procedures to correct violations or meet with new program requirements

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the Civilian Drug Abuse Testing Program.
  • Incumbent is required to sign a DA Form 5019-R, "condition of employment for certain civilian positions identified as critical under the Drug Abuse Testing Program," or a Memorandum of Understanding (MOU).
  • Selectee must pass a required physical entrance evaluation.
  • Selectee must pass a criminal history background check.
  • Must be able to obtain and maintain a state driver's license and a Government vehicle operator's permit to be able to drive vehicles up to and including 5-ton heavy equipment, and drive emergency response vehicles up to a 1,500 gallon water tender.
  • Incumbent is subject to call 24 hours a day, seven days a week in case of emergency to suppress wildland fires.
  • Incumbent must maintain proper physical fitness and undergo periodic training on response equipment.
  • Annual National Wildfire Coordinating Group recertification through attendance of mandatory classes and seminars is necessary.
  • Must be able to successfully complete a basic Wildland fire course (S-130/190) within 6 months of employment.
  • Must be able to pass an annual fire fighter physical test and maintain a current National Wildfire Coordinating Group red card.
  • Incumbent must be able to walk at normal pace, have use of both hands, have eye sight capable of reading fine print, and be able to communicate both verbally and in writing in English.
  • Temporary Duty Travel (TDY) is required 10% of the duty time
  • Working at night and weekends is required during hunting season with compensation/overtime.
  • Must take prophylactic antibiotics or immunizations if recommended for specific projects, e.g. rabies vaccination, if required.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
  • Selectee’s inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service for failure to meet a condition of employment.

Basic Requirement for Natural Resources Specialist: Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes advising on matters concerning natural resources conservation (e.g. wild land fire, forestry, weed management, watershed management, erosion control, ecosystem protection, wetlands management and land reclamation); coordinating with local, state and federal agencies regarding natural resources management and conservation issues; ensuring projects are in compliance with applicable laws and regulations; and briefing higher level management on natural resources program status and initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). You will be evaluated on the basis of your level of competency in the following areas: Ecological AssessmentEnvironmental PlanningNatural Resource ManagementProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
