This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a Natural Resources Specialist, Water Rights with the Fort Carson Directorate of Public Works (DPW), Enviromental Division located in Colorado Springs, Colorado.
Duties
Serve as the Installation’s and Directorate of Public Works (DPW) Natural Resources Specialist.
Incumbent is the primary point of contact for planning, developing, initiating, and executing a full range of activities pertinent water rights.
Contribute in the following DPW Environmental Division’s programs: wildlife and wetland, firefighting equipment management, natural resources management/compliance, resource sustainment initiatives and education/awareness programs.
Coordinate with the Office of Staff Judge Advocate (OSJA), Department of Justice (DOJ) and the Colorado State Water Commissioner and adjusts water rights diversions as necessary.
Maintain records of stream diversion and water use, irrigated acreage and crop type, firefighting use records, records of related aquatic military training, reservoir storage and stream and spring flow rates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must pass a required physical entrance evaluation.
- Incumbent must complete a Tier 1 background investigation.
- Incumbent must obtain and maintain both a state driver’s license and a government vehicle operator’s permit.
- Incumbent must be able to walk at normal pace, have use of both hands, have eyesight capable of reading fine print, and be able to communicate both verbally and in writing in English.
- Temporary Duty Travel (TDY) is required 10% of the duty time.
- Incumbent must take prophylactic antibiotics or immunizations if recommended for specific projects, e.g., rabies vaccination, if required.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R.

Basic Requirement for Natural Resources Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as work including but not limited to: experience equivalent to the GS-11 grade level in the Federal service which includes advising on matters concerning natural resources conservation (e.g. wild land fire, forestry, weed management, watershed management, erosion control, ecosystem protection, wetlands management and land reclamation); coordinating with local, state and federal agencies regarding natural resources management and conservation issues; ensuring projects are in compliance with applicable laws and regulations; and briefing higher level management on natural resources program status and initiatives.
