This Financial Management Specialist is located in the Office of Budget, Finance, and Award Management (BFA), Division of Financial Management (DFM). The primary purpose of the position is responsibility for monitoring and analytics functions in support of the Branch's mission.
Duties
As a Financial Management Specialist, you will perform the following duties:
Supports recurring (i.e., annual/quarterly/monthly) and ad hoc post-award monitoring initiatives for NSF's grant and cooperative agreement program.
Supports the branch in key data initiatives by developing dashboards, data visualizations, analytical tools, reports, techniques, or other data products to improve operational efficiency and function as a data-driven organization.
Consults with stakeholders to define and document essential data needs and requirements, and develops, tests, and deploys data products to support compliance, operational, and audit support functions.
Executes quantitative analyses of financial and grant data using data analysis tools and techniques to support branch portfolio functions, such as payments, remittances, financial close-out, and internal controls.
Identifies and implements process improvements to enhance branch operations and oversight capabilities using technology tools and applications.
Develops automations using UiPath or other Robotic Process Automation platforms.
Supports vendor management, configuration and maintenance within NSF's financial system. Troubleshoots and resolves payment issues related to vendor configuration and maintenance and supports recurring and ad hoc analysis around financial system vendors.
Qualifications
To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in federal service in grants management, financial management, financial analysis and monitoring, data and analytics, or automating processes. Examples of specialized experience include conducting analyses over financial, grant, or procurement data; grants management, using software applications and technology to develop financial reports and analyses; using software application or technology to streamline and/or automate manual processes; supporting the preparation of audit responses or data items; monitoring financial transactions and summarizing issues for management; and resolving any data issues or problems.
In addition to the specialized experience above, applicants must possess the Selective Placement Factor below:
Experience developing queries, utilizing programming languages, or technologies to automate processes AND/OR create data visualizations (e.g. SQL, Python, VBA/macros, Power BI, MS Power Query, Robotic Process Automation, Tableau).

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
