About the Position: Serve as a Program Manager (Talent Management) with the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division (LRD) in Cincinnati, OH.
This position will be filled as a Term Appointment NTE 13 months and may be extended up to 3 Years.
Telework as determined by agency policy.
Duties
Assist the Division Commander in establishing and managing a comprehensive Talent Management Program.
Provide staff advisory and consultant services to the Division Commander, Division Deputy Commander, LRD Leadership, District Commanders, and seven subordinate district offices.
Manage the regional talent management program consisting of recruitment, marketing, and outreach across LRD.
Responsible for providing program and policy guidance, oversight, assistance, and coordination of internal/external stakeholder engagement throughout the division.
Serve as an adviser to regional leaders, district counterparts, program managers, and technical representatives who are developing and managing programs and working to broaden and strengthen the talent management program.
Participate in career fair coordination to recruit potential employees.
Coordinate with Civilian Personnel Advisory Center (CPAC) to streamline activities and unify recruitment efforts.
Advise Districts on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions.
Review organizational requirements and conducts studies relating to factors such as turnover, mission, and technology to identify staffing trends, anticipated vacancies, retention deficiencies to develop short and long-range plans.
Develop strategies designed to improve recruitment efforts, marketing, and talent management areas.

Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes managing a program or major aspect of a program involving recruitment, marketing, outreach, or staffing trends; performing organizational reviews to develop short and long range staffing requirements and plans; and providing guidance and advice to management on recruitment or outreach initiatives.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
