The position serves as a VISN 9 Human Resources Specialist located in the Veterans Integrated Service Network (VISN) HR Strategic Business Unit (SBU) for Lexington VA Healthcare KY site. The position provides support to the local facility and coordination with the VISN Shared Service Unit (SSU). Position is physically at the local facility.
Duties

The primary purpose of this position is to support and augment the work of HR Specialists and to perform a variety of HR recruitment and placement assignments for a variety of positions in different personnel and pay systems: General Schedule and Federal Wage System; Permanent, temporary, with time limits appointments; without compensation; CSRS and FERS retirement systems; and, under Title 5, Title 38 and Hybrid Title 38 qualification standards.
This position involves a multi-grade career ladder. The major duties listed below represent the performance level of GS-7 grade level. At the GS-5 and GS-6 developmental level, you will progressively acquire the background necessary to perform at the GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Major duties of this position include, but not limited to:
Conducts recruitment/examining activities for assigned positions.
Reviews applications for corresponding qualification competencies or skill match.
Applies pay setting in accordance with applicable OPM and/or internal pay setting policies.
Arranges for physical examinations, ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry-on-Duty and/or release dates from losing off ice, forwards pre-employment packets to new appointees, and coordinates with other related functional off ices involve in on-boarding (i.e. pre-appointment security checks).
Conducts orientation for new appointees.
Explains pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices.
Responds to new hire inquiries regarding, onboarding updates.
Assists specialists by maintaining automated databases in order to track information and extract data used to generate documents, records, and reports.
Reviews and prepares correspondence and provide a variety of information as appropriate.
Other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00 AM to 4:30 pm Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-6 level of this position you must have served 52 weeks at the GS-5 level and for the GS-7 you must have served 52 weeks at the GS-6 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time in-grade.
You may qualify based on your experience as described below:
GS-05 GRADE LEVEL REQUIREMENTS
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience tracking, coordinating, updating, editing, compiling and maintaining files and records; clerical and administrative skills such as records management; skill in using computer applications for functions such as word processing, spread sheets and database management; skill in time management, multi-tasking and organization; and communication and interpersonal relation skills sufficient to appropriately and courteously relate to internal and external customers both verbally and in writing. NOTE: This experience must be supported in your resume to be considered for the position.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of at least a full four-year course of study above high school leading to a bachelor's or higher degree with major study or at least 24 semester hours in subjects directly related to the position.

Combination: Applicants may also combine education and experience to qualify at this level. If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of undergraduate education in excess of 60 hours (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100% to qualify.
GS-06 GRADE LEVEL REQUIREMENTS
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-5 level in the Federal service. Specialized experience is experience that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to: basic understanding of Federal/VA staffing functions; recordkeeping, reporting, information and receptionist duties; preparing correspondence and reports; using MS Office applications and computerized systems to edit and retrieve information from a database; maintaining personnel files; managing, administering, or delivering of human resources management products or services; applying a standardized body of HR rules, procedures, and operations employee programs and related responsibilities and conducting new employee orientation.
GS-07 GRADE LEVEL REQUIREMENTS
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-6 level in the Federal service. Specialized experience is experience that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to: reviewing personnel requests to determine the nature of action; enter personnel action data into work tracking system; advise employees, management, and other HR personnel on employee benefit programs; applying an extensive body of HR rules, procedures, and operations while performing a wide variety of interrelated and/or non-standard HR support functions such as instructing facility supervisors and managers on employee benefits. Ability to navigate USA Staffing and a sound working knowledge of application requirements in order to provide accurate information to applicant inquires; able to answer customers questions regarding concerning merit promotion procedure, procedures for reinstatement or transfer to another Federal Agency and ability to independently provide Federal/VA-specific HR customer service to employees.+

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
