Duties
Subject matter expert and sole Human Resources Assistant (Military) in a unit overseeing the Cadet ROTC program.
Directs interpretation and application of regulatory guidance, identifies solutions, and advises on policy compliance.
Manage enrollment documents to coordinate training and resolve disenrollment while liaising with other recruiters for Cadet placement.
Processes scholarship forms, counsels on program requirements, initiates reimbursements, and verifies financial payments for contracted Cadets.
May serve as a Unit Prevention Leader, ensuring testing compliance and coordination of assigned duties.
Monitors Cadet life cycle, advises on academic performance, and coordinates Human Resource Support efforts within the task force.
Requirements
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- Must be able to obtain and maintain a Secret security clearance.
- TDY 30% (Position may require 6-12 weeks TDY in support of USACC Cadet Summer training at Fort Knox).
- May be required to complete a two year probationary period.
Qualifications
TERM APPOINTMENT INFORMATION:
This position is TERM not to exceed 3 years with provisions to extend up to a maximum of eight years.
Army employees who accept a time-limited appointments (to include employees with personal competitive status) will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.
Employees are not eligible for a detail in the OCONUS area unless already residing in the same overseas area (foreign or non-foreign) as the position being filled. Employees currently located in OCONUS (foreign or non-foreign) are not eligible for a detail to a CONUS position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as work that involves reviewing regulatory guidance to recommend solutions on policy compliance, utilizing automated systems to update human resources personnel records, compiling enrollment documents to keep personnel records updated to maintain detailed records and assisting with scholarship processing to include counseling participants on program obligations to monitor financial transactions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position you may qualify if your education meets the definition below and is directly related to the position being filled:
One and a half years of graduate education meets the requirements for GS-08. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcripts must be attached).
OR
Have a combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
In order to qualify for this position, based on your education, education substitution, or combination of education and experience, you must have either completed the education requirement, or will complete this requirement within thirty (30) days from the closing date of this announcement. If you will not complete this requirement within thirty (30) days of the closing date of this announcement, you will be rated as Not Qualified for this position.
