This position is located in the Department of Homeland Security (DHS), Office of Health Security (OHS). OHS is the principal medical, workforce health and safety, and public health authority for DHS.
The primary purpose of this position is to support the day-to-day enterprise operations of OHS, including leading Continuity of Operations (COOP) and Records Management programs..
Non-BU: This is a non-bargaining unit position.
Duties
As a MISSION SUPPORT PROGRAM SPECIALIST, GS-0301-14, your typical work assignments may include:
The incumbent leads OHS in planning, response, and recovery operations relating to emergency management and continuity of operations (COOP). Develops and maintains OHS evacuation plans, as well as OHS COOP plans, policies, and procedures.
Establishes and maintains relationships with appropriate staff of Department of Homeland Security (DHS) and other Federal agencies that interface with National Security Emergency Preparedness, Continuity of Operations and Continuity of Government (COG) support planning.
Provides advice to senior leadership concerning policy and conceptual aspects of emergency operating capability, alternate facility, and emergency site planning to DHS HQ emergency COOP leadership, and other appropriate personnel involved in the development of emergency preparedness and Continuity of Operations plans.

Qualifications
To qualify for the GS-14 grade level you must possess one year of specialized experience at the GS-13 grade level performing duties such as: 1) Expert knowledge of Continuity of Operations (COOP) and emergency management policies, procedures, and operations sufficient to lead planning, response, and recovery operations relating to emergency management and COOP; 2) Mastery knowledge of the components' mission, function, and program in order to coordinate, plan and develop cross-cutting strategies and projects; 3)Mastery skill in evaluating the effectiveness of assigned programs to include analyzing feedback from external stakeholders, partners and influences, and developing recommendations to improve internal operations and enhance accomplishment of mission and programs.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
