The primary purpose of this position is to serve as an Equal Employment Specialist in the role of senior policy analyst providing subject matter expertise in developing and implementing policies, programs, and procedures for the DAF military equal opportunity (MEO) and civilian equal employment opportunity (EEO) programs.
Duties
Develops, coordinates, and implements policies, programs, and procedures for the DAF military equal opportunity (MEO) and civilian equal employment opportunity (EEO) programs.
Serves as a subject matter expert and advisor to the DAF EO Director, DAF senior leaders, and other DAF organizations on EO and human relations, and related policy matters affecting the employment and advancement of all Airmen and Guardians (military and civilian).
Examines the efficacy of existing policies and proposes new or amended policies to meet DAF goals, objectives, and priorities through fact finding, legal research, qualitative and quantitative analysis, information synthesis, and program evaluation.
Establishes and maintains effective, collaborative, and professional working relationships with internal and external stakeholders such as DAF (Headquarters, Air Force Personnel Center, Major Command, and Space Force equivalents), DoD, Sister Services, federal agencies, private sector, and non-government organizations to advocate and advance DAF equities.
Serves as an action officer by preparing, coordinating, and managing official memoranda and letters, responses to congressional and senior leader inquiries, reports, special studies, briefings, talking papers, charts and figures, staff summary packages, and other administrative packages.

- A degree or equivalent experience in program or business management, strategic communications, program evaluation, and/or behavioral sciences is desired.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 260 Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of principles, concepts and methods of federal equal employment opportunity and federal and DoD personnel systems in order to develop broad guidelines, regulations or conduct projects to resolve complex systematic problems of broad scope in the Affirmative Employment and Special Emphasis programs to achieve a diverse workforce.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge and experience in developing, implementing, directing, and evaluating headquarters level strategic plans, policies, communications, and resourcing.
Knowledge of EO (MEO and EEO) concepts, principles, practices and requirements based on laws, regulations, executive orders, and DoD and DAF policies, processes, and procedures.
Knowledge of Congress, Executive Branch, EEOC, DoD, and DAF organizational structures and functions, including the nature of their missions, goals, objectives, and priorities; and the composition of the relevant workforce eligible for DAF EO services.
Skill in identifying, interpreting, assessing for organization risk and impact, communicating, and advising senior leaders on legislation, federal laws and regulations (including appropriations), executive orders, and DoD and DAF strategies, policies, procedures, and practices on EO (MEO and EEO).
Skill in conducting objective fact finding, legal research, and using effective, analytical, and evaluative methods to accurately assess information/data and make sound problem-solving decisions.
Ability to demonstrate strong, self-initiated, and independent critical thinking, project management, action officer, and technical writing skills to initiate, prepare, and complete special studies, reports, official responses, and other projects.
Ability to effectively establish working relationships and communicate orally and in writing sensitive, difficult, controversial, and complex EO matters as appropriate.
Ability to represent senior DAF leaders both internal and external to the organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
