All current Department of Labor employees with competitive status. The purpose of this position is to promote ODEP's activities and interest in the public real; to create, build, and nurture relationships with its constituencies to provide channels for information flow into ODEP; and to communicate work products that inform, educate, persuade, and ultimately change behaviors that result in the recruitment, hiring, retention, and promotion of persons with disabilities.

Duties

Contributing to the development of nationwide plans and programs that promote the employment of people with disabilities. Supporting the development and implementation of policies used by employers, labor unions, national and international organizations, and Federal, State, and local officials to increase employment opportunities for people with disabilities. Providing background research and making recommendations in the development and management of ODEP's strategic activities, that include the Workforce Recruitment Program and its multi-faceted database, information dissemination at conferences and exhibits, and implementation of the national disability employment awareness month strategic plan. Supporting programs and promulgating policies used by employers, colleges and universities, national organizations, and federal officials that promote the employment, training, retention, of persons with disabilities. Establishing and maintaining working relationships with private sector employers and federal agencies to support the Programs efforts. Developing communication products and ensuring those products are delivered to stakeholders. Making presentations and contributing to the development of communications products on the employment of people with disabilities.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • This position is inside the bargaining unit.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Business Development Specialist, as described below. For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. One full year of specialized experience at or equivalent to at least the next lower level, GS-12 in the Federal service performing duties which include: Experience managing and coordinating a disability-related program's strategic activities, such as but not limited to: 1). Managing multi-step projects, monitoring activities, evaluating outcomes, setting priorities, adhering to strict timelines, and determining resource requirements; 2). Conveying detailed processes and information to a variety of stakeholders, including employers, to promote the employment and accommodations of persons with disabilities; 3). Planning and promoting special events, outreach activities and/or initiatives; and 4) Applying analytical methods in the collection, summary, analysis, and interpretation of effectiveness of strategic activities and/or programs.

Education

Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-13 grade levels.
