This Global Programs (GP) position, in International Food Assistance, is responsible for the formulation, development, logistics, and monitoring of worldwide food assistance programs under USDA food aid authorities. The incumbent participates in planning, developing, monitoring, and administering operational policies within the Operations Branch.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include but are not limited to: participates with system and program managers in developing transportation support requirements for center-managed systems and equipment during the conceptual, acquisition, and operational phases.
Advises on the procedures and operations for ocean carrier and freight transportation and the temporary storage, consolidation, and shipment of items throughout the country and to overseas locations.
Conducts final pre-audit and approval of documents submitted for payment of ocean freight or reimbursement for administrative costs to program participants in the Food for Progress and McGovern-Dole programs.
Reviews freight invitations for bids and related contracts prior to release to the public in order to assure that freight invitations are in compliance with program regulations.
Responsible for final pre-audit and approval of documents submitted for discharge survey fee reimbursements to program participants.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
- Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Selectee must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
BASIC REQUIREMENT:
FOR THE GS-11 LEVEL: One year (52 weeks) of specialized experience equivalent to the at least the GS-09 level; or its non-federal equivalent that included experience: furnishes ocean freight rates estimates and commodity price estimates for the preparation of cost estimates for draft agreements with participants; develops and maintains Excel spreadsheets that monitor individual agreements and cumulative programs to ensure appropriate financial management and adherence to regulatory statutes; responsible for the final pre-audit and approval of documents submitted for payment of ocean freight or reimbursement for administrative costs to program participants.
OR
Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M.
OR
A combination of graduate level education and experience as described above.
FOR THE GS-12 LEVEL: One year (52 weeks) of specialized experience equivalent to the at least the GS-11 level; or its non-federal equivalent that included experience: furnishes ocean freight rates estimates and commodity price estimates for the preparation of cost estimates for draft agreements with participants; develops and maintains Excel spreadsheets that monitor individual agreements and cumulative programs to ensure appropriate financial management and adherence to regulatory statutes; responsible for the final pre-audit and approval of documents submitted for payment of ocean freight or reimbursement for administrative costs to program participants and provides policy guidance to ensure that the transportation capability established for each system is effective, timely, and responsive.
Note: There is no education substitution for this grade level, GS-12.
