The Phoenix Veterans Affairs Health Care Systems (PVAHCS) Mental Health service is recruiting for 1 Supervisory Administrative Officer . The primary purpose of this position is to supervise administrative services in Mental Health and implement overall clinical policies and priorities. Mental Health is a large complex service made up of ten sections with over 300 FTE. Duties include, budget and planning, human resources, equipment, supplies, quality control, patient or public relations.
Duties
Major duties include, but are not limited to:
Works in close coordination with Associate Chief of Staff for Mental Health to provide workload statistics.
Advises on fund shortages, provides recommendations regarding funding or program adjustments.
Gathers and analyzes budget needs of the Medical Center and supervises all phases of budgeting within administrative requirements.
Recognizes the need for new policies and brings such policies to the attention of the Medical Center.
Develops, evaluates, and modifies organizational structure and systems to achieve program goals.
Serves as a key figure in manpower utilization assuring recruitment and retention within approved ceilings are maintained.
Listens to the problems and concerns of Mental Health employees and helps when possible or secures the advice from Personnel Services.
Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem, or recommendation found or made as a result of the service's quality assurance activities.
Work Schedule: Monday-Friday 7:00 am to 3:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervises administrative staff; works with budget and planning, human resources, equipment and supplies, quality control, and patient or public relations pertaining to service; and formulates and executes annual budget for service. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
