This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.
Duties
As a/an Supervisory Contract Oversight Specialist, you will:
Coordinate across many organizational elements within the Department and among outside entities seeking or doing business with the Department.
Oversee and provide technical assistance to the CORs and supervise COSs as they perform comprehensive and substantive monitoring of contractual agreements for the Office of Housing throughout the procurement life cycle.
Develop and recommend implementation guidelines for proper monitoring standards and techniques to be used by all Office of Housing CORs and Co-CORs.
Identify resources, including staff, funding, equipment, and facilities, for individual procurement actions and portfolio management.
Qualifications
Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
Planning and executing contractual actions; AND
Reviewing the contractual work of other employees; AND
Providing technical direction and assistance on contracted activities AND
Monitoring contract compliance with all procurement requirements and policies to continuously supply the best and most cost-efficient solutions possible for the organization.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
