Serves as Business Development Specialist and Strategic Planner for the Buffalo District, USACE. The primary liaison with Federal and State Congressional staff; Leads District-wide strategic planning and communication initiatives, the development and management of the District's Strategic Business Plan. Ensures integration of work with the Outreach function of the District. Assists, in a staff capacity, development and executive direction of the policies and programs of the Buffalo District.
Duties
Develop an annual business development plan identifying goals and direction for upcoming year.
Establish the vision and direction of the District marketing program.
Analyze public relations and community relations needs to ensure the District's communications adequately and accurately convey the strategic goals and critical project/program priorities of the District.
Serves as senior advisor to the District corporate staff on business development and improvement matters.
Develops District business development goals, objectives, vision, and values and for achieving an effective business development program.
Prepare district project material for congressional briefings, and coordinates travel of district senior leadership to brief congressional leaders.
Provides advice to District Engineer, Deputy District Engineer (DDE-PM), and District senior staff on emerging business sectors, potential clients, teaming relationships with other Districts.
Research prospective clients to identify match with Buffalo District skill profile and opportunities with other Corps Districts.

SPECIALIZED EXPERIENCE:BUSINESS DEVELOPMENT SPECIALIST GS-12
I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: representing the organization at meetings, workshops, conferences, and in dealings with Federal and State Congressional staff, city, county, state, and other public officials; developing an annual business development plan; providing direction to District Project Managers to facilitate successful lead development; advising staff on business development and improvement matters.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
