Duties

You will develop strategic level policies, directives, or guidelines for the implementation of an organization's information technology (IT) master plan. You will identify and analyze problems, weigh relevance and accuracy of information, and seek alternative solutions to IT issues. You will make timely recommendations based on potential issues by identifying the causes of problems in order to recommend courses of action that balance the interests of the mission and stakeholders. You will convey written information in a clear, concise, organized, and convincing manner; using correct English grammar, punctuation, and spelling in order to reinforce message retention. You will advise senior management (e.g., Chief Information Officer [CIO]) on risk levels and security posture. You will conduct operational planning (e.g., strategic, capital, workforce, policy and standards development, and investment controls) to enable information exchange in (IT) environments. You will evaluate the causes of problems to create alternatives that balance the interests of the mission and stakeholders.

  • This position is in DoD Cyber Workforce Framework role of Cyber Policy and Strategy Planner code 752, Intermediate level. You will be required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and interpreting policy, procedures, and strategies for Information Technology (IT) implementation of advanced Information Systems (IS), Cyber Security (CS), and Operational Technology (OT) for delivery of services; 2) Identifying and analyzing problems; weighing relevance and accuracy of information in order to provide alternative solutions of critical IS/IT/CS/OT issues to management and other technical specialists; 3) Applying new developments to previously unsolvable problems to make recommendations that significantly influence agency IT policies or programs; 4) Monitoring activities to ensure integration of IS/IT/CS/OT programs and services are within resource requirements; 5) Providing solutions to integration/interoperability issues to meet current and future business requirements; and 6) Managing assigned projects by communicating complex technical requirements to non-technical personnel and presenting briefings to senior management on complex/controversial issues.
