You will serve as the Command's Information Assurance (IA) Manager in the Industrial Support Department, Information Technology (IT) Support Division of NAVSUP FLC NORVA GF.

Duties

You will develop implement, manage, and maintain a comprehensive Information Assurance (IA) Program for the Command which identifies IA architecture, IA requirements, IA objectives and policies, IA personnel, and IA processes and procedures You will ensure all systems and networks are approved, operated and maintained throughout their life cycle in accordance with appropriate certification and accreditation documentation and Federal information system protocols You will ensure information ownership responsibilities are established for each DoD information system to include accountability, access approvals, and special handling requirements You will ensure Information Assurance Officers (IAOs) are appointed, in writing, to include their assigned duties and responsibilities, to carry out day-to-day IA activities You will ensure all IAOs and privileged users receive the necessary technical or management IA training, education, and certification to carry out their respective duties You will serve as the Command's Information Assurance Vulnerability Management (IAVM) Coordinator. You will administer the IT risk management program. You will develop and implement the Command IA Training and Awareness Program. You will direct and oversee the security incident response program. You will coordinate the IA activities of the Navy/Marine Corps Intranet (NMCI) contractors during the transition of IT services and support to the NMCI contract You will plan and assign all work directly to subordinates, establish schedules and priorities for work projects, and be responsible for accepting, amending, or rejecting completed work assignments

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 (or 641 or 411) within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current IAM, level II certification.

Qualifications

Your resume should demonstrate one year of Information Technology Specialist (INFOSEC) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Evaluating IT security certification and accreditation requirements, test and assessment methods to monitor and evaluate systems' compliance with IT Security requirements and remedy security vulnerabilities threats and compliance problems. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Promotes IA Program objectives and awareness of security issues among management and customers and ensures sound security principles are reflected in the organization's visions and goals. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; IT-related experience demonstrating this competency: Provide advice/guidance in implementing/establishing IT security tools, policies and procedures, and develops and presents IA training and awareness. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Evaluate proposed new systems, networks, and software designs for potential security risks and resolve integration issues related to the implementation of new systems. Identifies need for change based on new security technologies or threats and recommends new or revised security measures and countermeasures. In addition to the experience demonstrating the four competencies above: Your resume must demonstrate at least one year of Information Technology Specialist (INFOSEC) experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector applying a mastery skill level of information security principles, methods, standards and practices by developing and interpreting higher level policies and procedures in with regard to and protecting organization's information resources. Specialized experience must reflect a utilization of wide range of information security policies and protocols related to Information Assurance (IA), Cyber Network Defense (CND), and Cybersecurity Workforce programs to effectively create, administer, and lead the implementation and training of cyber security personnel. Examples of specialized experience may include: 1) Training other IT personnel on cybersecurity or information assurance policies; 2) Applying information security principles and methods to evaluate, implement, and disseminate information systems security tools and procedures; 3) Providing advice or guidance in the implementation of IT Security policies and procedures in the development and operation of network systems; 4) Monitoring and evaluate systems' compliance with IT security requirements; 5) Advising senior management on risk levels, security posture, and cost-benefit analysis of information security programs; and 6) Providing customer service to a wide variety of individuals or officials and applying sound principles and judgment when resolving IT and computer problems Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
