This position is located in the Department of Administrative Services (DAS), Finance and Procurement Office (FPO), Finance and Accounting Division (FAD), Payment Management Branch (PMB). The FAD is dedicated to supporting and improving financial management, accounting, finance, policy, travel, and other fiscal services to the AO and judiciary through research, training, publications, and process improvement.
Duties
This position will report to the Chief of the Accounts Payable Section in the Department of Administrative Services (DAS), Finance and Procurement Office (FPO), Finance and Accounting Division (FAD). The FAD is seeking a self-motivated professional Accountant to join its team in the Accounts Payable Section, Payment Management Branch (PMB). The incumbent will be reviewing and approving vouchers for disbursements, performing financial payment reconciliations and financial activities related to accounts payable and disbursements to ensure accurate financial statement reporting. The ideal candidate must have expert knowledge and skills in providing analysis and recommendations over the broad spectrum of financial and operational management.
The duties of this position include, but are not limited to:
Reviewing and approving commercial, travel, and employee reimbursement vouchers in the financial system of records to be disbursed by the U.S. Treasury; examining vouchers to ensure necessary approvals and documentation have been submitted to provide voucher approvals in accordance with established office policies and regulatory guidelines; and ensuring that payment requests are processed timely and accurately based on supporting documentation and system, budget, and policy requirements.
Providing customer support and ensuring all inquiries from judiciary customers are captured and responded to in a timely manner; researching and communicating any issues or delays to the customer; and providing support for signature card updates.
Performing reconciliations of transactions in the judiciary's financial system of records with various systems and sources of information, including interface systems; and ensuring that accounting events and financial activities related to accounts payable, and disbursements are recorded timely and properly for accurate financial statement reporting.
Performing analysis, reconciliation, and certification for Travel and Relocation documents and requests; and ensuring all supporting documentation is submitted with each relocation and travel document.
Participating in process improvement efforts; and completing and updating all Standard Operating Procedures for assigned tasks.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in reviewing and approving commercial, travel, and employee reimbursements voucher documents for disbursements; performing reconciliations of transactions in the financial system of records with various systems including interface systems; and ensuring accounting and financial activities related to accounts payable, and disbursements are recorded timely and properly for accurate financial statement reporting.
Education
Basic Qualifications: Applicants must meet ONE of the qualification requirements (A, B, or C) as described below:
(A) Degree in an accounting or in a related field such as business administration, finance, or public administration that includes or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law.
(B) A combination of education and experience; at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and included at least one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or a certificate as certified public accountant or a certified internal auditor, obtained through written examination.
(C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
