The primary purpose of his position is to perform various budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects.

Duties

Performs budget execution and formulation work involving preparation of detailed analyses and estimates of annual funding needs for assigned organizations/programs into a consolidated budget request. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding such as direct, annual, reimbursement funds, and no year appropriations; appointments; allotments; request, receive, execute annual, one-year, multi-year, no-year, and foreign military sales administrative funding, while forecasting annual reimbursements, transfer of funds from other agencies; revenue from industrially funded and foreign partner operations; and refunds. Develops plans for collection and critical analysis of data and facts regarding FMS Case/Line management. Analyzes data integration from various systems to execute security assistance program reporting. Use multiple automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments. Perform quality checks of automated system database information, and advise organizations/program manager(s) of any significant problems.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Demonstrate a mastery of the concepts, principles, practices, laws, and regulations and/or financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the employing entity and/or between the or between the organization and programs of other Federal, State, and local governments, as well as with International Foreign Partners, private industry, and large public organizations sufficient to; develop, recommend, and implement budgetary and financial policies; interpret and assess the impact of new and revised Congressional legislation on the formulation and execution of budgets; project and analyze the potential effects of budgetary actions on program viability and attainment of programmatic objectives; develop and render authoritative interpretations of executive orders, 0MB guidelines and directives, and policies and precedents within and across agency lines; develop new methods and techniques of budgeting for the forecasting of long-range funding needs (e.g., 3-to-5 years or more into the future); and/or develop timetables for obtaining necessary funding for new or modified substantive government programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and ability to interpret financial reports, schedules, and statements; possess a strong understanding of budget and cost factors and functions, interrelated activities, as well as statutory and regulatory requirements of a wide range of DoD and Air Force functions and activities. Comprehensive knowledge of financial management and budget formulation systems and concepts, related to program policies, principles, and practices. Knowledge of Public Law, DoD, and Air Force policies, processes, procedures, regulations, and directives governing financial management and budget formulation systems' processes and procedures. Ability to collaborate and communicate effectively with others both orally and in writing, while effectively and professionally achieving solutions to issues, problems, or challenges. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing system requirements within available resources and with minimum sacrifice of quality or quantity of work. Ability to gather facts and use effective, analytical, and methods to accurately assess information and make social problem solving decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
