This position is located in the Coordinator of Afghan Relocation Efforts (CARE) Office. The incumbent will serve as a Public Affairs Specialist with responsibility for working closely with the Engagement and Analysis Coordinator for enhancing public affairs priorities of the CARE Office.
Duties
Coordinates and manages CARE engagement with Congressional offices and with the press to communicate CARE priorities and activities.
Evaluates the suitability of existing communication and press outreach strategies and plans; devises strategies to enhance CARE products, content, and distribution methods.
Coordinates and communicates with personnel in the Department, U.S. Government, private sector, and foreign governments to resolve issues and address risks.
Supports the CARE Office mission by acting as a spokesperson in the absence of the Coordinator for Engagement & Analysis.
Identifies and analyzes foreign affairs policy information that could have long term or short-term impact on the CARE Office’s communications effort.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience drafting papers and remarks with sensitivity to political situations.
Experience communicating both orally and in writing.
Experience establishing and maintaining a wide range of effective working relationships aimed at building important communication exchanges.
There is no substitute of education for specialized experience for the GS-14 position.
