The primary purpose of this position MANAGEMENT ANALYST GS-0343-9 target 11, is to plan, implement and execute an aggressive review of a variety of administrative processes and procedures assigned to the organization.
Duties
Accomplish detailed studies of functional areas and processes to form a basis and develop portions for input to Integrated Long-Range Plans for the organization.
Perform a variety of administrative management functions as assigned or as identified as needed.
Review a variety of programs and projects to ensure the mission of the organization is carried out efficiently and effectively.
Conduct of study performed, use qualitative and quantitative techniques such as publication search, task analysis, procedures charting, graphics, and calculation of statistical data in the review and analysis of a variety of processes and procedures.
Identify, and in a timely manner, investigate actual or potential problems in sensitive key programs, drawing from trends data and knowledge of the organization, offering practical suggestions, as appropriate.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: developing new or modified administrative program policies, regulations, goals, or objectives and conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: analyzing new or proposed legislations or regulations to determine impact on program operations and management; or performing management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff; or reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of organizational workload requirements, procedures and the substantive nature of operating programs and their inter-relationship. Knowledge of the missions and functional responsibilities of the division and branches, their requirements and logistics process as the they relate to the division.
Ability to gather, assemble and analyze facts, draw conclusions, and devise solutions to problems. Ability to analyze current or projected operating programs to evaluate their actual or potential effectiveness in achieving objectives.
Ability to communicate, both orally and in writing, to gather information, maintain, write, and track all types of vehicles and various other types of equipment for duties performed.
Knowledge of pertinent laws, regulations, policies, and procedures which affect the use of the vehicle control program and related support.
Ability to discern the immediate and long-range effects and requirements if a multiplicity of programs developed within the division.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: Work performed involves sitting at a desk, sitting in meetings, classrooms or traveling in an automobile. Job may also require intermittent walking, standing, bending, stooping, and lifting items weighting less than 24 pounds without assistance.
WORK ENVIRONMENT: Work is primarily performed in an office setting. However, periodically incumbent is required to travel to areas where there is frequent exposure to a variety of manufacturing machinery. equipment operations, fumes, dust, high noise levels, hazardous materials, and temperature extremes. Protective clothing, hearing and eye protection is available and will be used when appropriate.
