This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Mid-Atlantic Health Care Network (VISN 6), Hampton Veterans Affairs Medical Center (HVAMC), under the Mental Health and Behavioral Sciences Service Line. This position is aligned with Mental Health Operations under the Chief of Psychology.

Duties

4Providing administrative and technical work to the Chief of Mental Health & Behavioral Sciences regarding Human Resource Activities. Facilitating planning, direction, and timely execution of policy, training, education, recruitment, evaluation, and/or data and surveillance projects/programs pertaining to Human Resources Activities. Writing and revising Functional Statements and Position Descriptions. Utilizing appropriate locality pay tables to determine appropriate salary for personnel. Developing recruitment selection tools, rubrics, and other applicable documentation to determine best qualified candidates. Gathering mandatory data from multiple sources for the completion of required reports for the medical center, the VISN and national offices in support of the program's operations. Using Microsoft Office software (Word, PowerPoint, Excel, Office, Database, Publisher, etc.) or other applicable software effectively to complete and manage correspondence, tracking, reporting, and education initiatives. Work Schedule: M-F 8-4:30; Alternative Tours considered Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1. executing human capital management best practices and implementing applicable policy changes, employment procedures, and classification and compensation processes, 2. Serves as the Human Resources Subject Matter Expert and liaison and Facilitates planning, direction, and timely execution of policy, training, education, recruitment, evaluation, and/or data and surveillance projects/programs pertaining to Human Resources Activities. 3. Manage inventory. 4. Develops recruitment selection tools, rubrics and other applicable documentation to determine best qualified applicants. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have for a GS-7, 1 full year of graduate level education or superior academic achievement; for a GS-9, master's or equivalent degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
