This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
As a Human Resources Specialist, you will:
Provide authoritative guidance and advice on human capital management and a high level of technical services that further the goals and objectives of the Department.
Ensure that Federal and Departmental human capital goals, policies, and practices are communicated to all levels of management and, where appropriate, to employees.
Work in consultation with OCHCO and program offices concerning the managerial aspects associated with human capital management and advise the OCHCO leadership with respect to sound business management and operating efficiency.
Use analytical and evaluative methods and techniques to conduct complex program evaluations and oversight of broad scope for HUDs Human Capital programs, and serve as a key advisor to senior HC leadership on a variety of issues related to program responsibilities, policy implications, operational procedures, and goal setting. Standard methodology may not be practical and new methods may be required.
Coordinate and prepare responses to external program review findings and recommendations regarding major, controversial, and unprecedented issues. Examples of operating type assignment areas may include labor relations, employee relations and recruitment and placement proposals affecting large blocks of positions, decisions on staffing related grievances and appeals, reductions in force, transfers of function, or interpretation and extrapolation of published laws, regulations and procedures, and administration of centralized human resources management programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Performing a variety of human resources functions, using concepts, principles, laws, regulations and practices including, but not limited to labor relations, employee relations, performance management, and Human Resources (HR) information systems; AND
Developing, interpreting and/or advising senior management on human resources policies and administration, specifically those related to labor relations; AND
Providing recommendations and solutions to management officials pertaining to human capital management, labor relations, or collective bargaining obligations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
