You will serve as a PROGRAM MANAGER in the REGION SHORE INTEGRATED REQUIREMENTS OFFICE of COMNAVREGSW SDIEGO. You will be responsible for providing direction, out-year requirements development, integrated strategic business planning and financial support, effective financial management and budgetary control of resources of over $900 million dollars in direct annual and multi-year appropriations allocated to CNRSW in support of shore installation management within the CNI Enterprise.

Duties

You will serve as the principal advisor to CNRSW on all matters of Strategy and Future Requirements of Shore Installation management. You will be responsible for planning, directions and coordinating CNRSW on all matters of Strategy and Future Requirements. You will develop detailed programming and financial planning justification and documentation for inclusion in the Program Objectives Memorandum (POM), Program Review (PR), and Future Year Defense Program (FYDP) submission. You will support Mission Assurance Assessments by coordinating and analyzing responses to OPNAV findings associated with critical assets, threats, hazards and vulnerabilities. You will provide oversight for development of organizational alignments, Military Economic Impact studies and other papers, studies and reports that support strategy and future requirements for shore installation You will maintain integrated corporate business/management plans, including policies, strategies, goals and objectives. You will provide oversight and coordinate contract acquisition management strategies to identify opportunities for efficiencies. You will develop new policy, procedures, guidance, and issues directives to support/supplement policy to ensure all shore installations have the resources needed to enable Future Fleet, Fighter and Family requirements. You will develop business rules and processes, and identify requirements necessary to provide program capabilities for shore mission accomplishment and prioritization of resources required to execute the mission, and address requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrated broad knowledge of strategic planning, business planning, program management and personnel management principles. Incumbent must have extensive knowledge of all phases of the Department of Defense (DoD) planning, Programming Budget and Execution System (PPBES) and detailed knowledge of PPBES process related to base operating support; 2) Knowledge and expertise in business reform, business process improvement techniques and practices, transformational programs and integration of organizational wide business process to improve effectiveness and reduce overall cost; 3) Knowledge and experience in strategic planning processes and principles, project management and resources allocation; 4) Knowledge of program management principles and techniques and the planning and management of business programs; 5) Knowledge in applying analytical and evaluative methods and techniques to a broad range of functional areas; and 6) Demonstrated ability to represent senior leadership at all levels of DoD, private business and Industry.
