This National Guard position is for a MANAGEMENT ANALYST, Position Description Number NGD2677000 and is part of JFHQ. This is a Title 32, Dual-Status position.

Duties
As a MANAGEMENT ANALYST, GS-0343-09, you will:
This position is located in the Joint Force Headquarters-State, Strategic Policy and Plans Directorate, (J-5). The primary purposes of this position are to assist the Director in Strategic Planning to achieve long-range objectives; Deliberate Planning in support of Defense Support to Civil Authorities and Homeland Security (HLS)/Homeland Defense (HLD) missions; and assist in policy development and implementation as it relates to the Interagency Process and Security Cooperation/State Partnership Programs.

- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
MILITARY REQUIREMENTS:. Enlisted on up to 1LT are eligible to apply. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised.
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management.
Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training.
Knowledge to conduct detailed review, analysis, and evaluation of various plans, studies, trends, reports, legislation, capabilities, planning and policy directives, etc., to access and determine the impact on NG missions.
Knowledge to assess and implement program goals and objectives, establish timelines and apply or adapt fact finding, analytical and evaluative methods to measure the implementation of quality and process improvement programs.
Skill in communicating, providing training, conducting briefings, and facilitating the action of work groups; preparing reports and materials for presentations.
Knowledge of office automation systems to maintain information.
Knowledge of basic budget execution processes and practices.
