This position is located in the Northern Plains Regional HR Office, Employee/Labor Relations Department. The purpose of the position is to perform a variety of analytical assignments utilizing qualitative and quantitative analysis to review and evaluate administrative operations and management practices for the purpose of improving organizational efficiency and effectiveness.
Duties
Provides expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex Legislative, programmatic and management issues and problems.
Develops implementation plans with milestones, timetables, audit trails, and evaluation procedures.
Reviews and evaluates managerial policies and procedure to determine gaps where additional guidance is needed and analyzes the impact of new or proposed legislation on agency operations.
Compiles data and prepares complex administrative and management reports that emanate from the Department or high echelons in the organization.
Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performs analytical assignments utilizing qualitative and quantitative analysis to review and evaluate administrative operations and management practices. Analyzes complex subjects such as policies and procedures to determine their impact on organization structure and function. Identifies best practices and advises leadership on adopting these practices throughout an organization.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
