Duties
This civilian position is located in the Office of Human Resources (OHR) United States Capitol Police (USCP). Office of the Chief Administrative Officer (CAO). The OHR is responsible for the strategic leadership, planning, administration, and coordination of all human capital and related systems, and responsibilities for the USCP. OHR also provides services as the Chief Human Resources Capital Officer that focuses on department-wide human capital strategies.
Serves as the Deputy Director to the Director, Office of Human Resources/Chief Human Capital Officer (OHR/CHCO), and shares with the Director the overall operational management of OHR activities, providing broad human resources expertise across OHR programs. Mission responsibilities include: human capital strategy, planning and development, recruitment, staffing and onboarding; employee and labor relations; job classification and compensation; employee benefits and retirement; employee assistance; payroll and HR information systems.
Provides recommendations, project coordination and assistance to the Director. Manages special projects and initiatives which may be sensitive and confidential in nature. Has supervisory/leadership responsibilities for senior OHR staff in the OHR. Provides strategic oversight and management by leading senior level Division management in the delivery of a wide range of human resources programs for the USCP. Leads and streamlines operational activities to ensure effectiveness and efficiency, addresses internal competency gaps, and establishes knowledge management and leadership succession mechanisms.
Manages and coordinates the day-to-day operations and information within the organization. Serves as an expert advisor and consultant to the OHR Director on matters relative to the various programs within the OHR. Participates with the Director in developing, recommending, and implementing best human capital management practices, policies and procedures across the U.S. Capitol Police (USCP). Provides decision support to the Director, OHR and is closely involved in broad policy development and implementation both internally to OHR and the Department.
The tour of duty for this position is the hours required to meet the needs of the Office. Hours are subject to change on short notice and may require working additional duty.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
Qualifying experience for this position includes one year of specialized experience at least equivalent to the CP-12 (GS-14) level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience is defined as experience managing and directing human resources functions and activities, including providing program leadership, direction, guidance, oversight, and advisory/consultation services as it relates to the following HR programs (at least 2): Compensation Management; Payroll and HR information systems; Human Resources Recruitment, Staffing and Placement; Employee and Labor Relations; Performance Management; Employee Benefits; and Employee Assistance.
