Duties
Positions the Federal Communications Commission for the future through consistent and focusedmessaging and engagement that clearly communicates the vision, mission and direction of theFCC. Builds relationships, partnerships and strategies to create the right level of insights andtransparency internally and externally, garnering the understanding and support of the Americanpublic.
Develops and delivers communications to a wide range of internal and external stakeholders.
Serves as a communications consultant to Office of Media Relations and provides advice andcounsel on the development of internal communications, strategic communications, and/or mediarelations.
Develops and executes a comprehensive strategic communications plan that effectively communicates the FCC's mission, vision, and goals to a specific set of assigned stakeholders; plan should include, but not be limited to, goals and objectives, situational analysis, keymessages, target audiences, and planned communications events, programs, and activities.
Maintains productive working relationships with staff in other communications organizationsboth within and outside of the FCC and, as appropriate, members of the media, communityleaders, policy groups, and/or concerned constituencies to provide information about FCCmission, programs, and activities.
Develops and disseminates information to stakeholders using a full range of media andcommunication methods; methods may include Town Halls, roundtables, political speeches andCongressional testimony, workforce memorandums, FCC brochures and publications, pressreleases, questions and answers (Q&A) and frequently asked questions (FAQs) documents,Internet and web communications, and/or video presentations.
Acts as a formal spokesperson and media liaison for all local media.
Fields requests from reporters for information and interviews, and draft statements, pressreleases, guest columns or other material. Communicates with radio and television producers about requests for interviews or appearances on news and talk shows.
Develops media strategies to inform the public about key issues for the office. Edits a wide variety of publications (e.g., public notices, articles, news releases, informational bulletins and fact sheets) including a review of the material for currency, coordination andcollaboration with initiating organizations, revision of copy, preparation for publication, and proofreading.
Multilingual ability is highly desired, but not a requirement.
Requirements

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.
Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.
Specialized Experience
GS-13
In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as follows:
Develops and manages communications strategies that convey Agency information and policy changes to a wide variety of audiences including the news media and the general public.
Prepares and disseminates written information such as news releases, fact sheets, blog posts, talking points, messaging, and media planning documents that clearly and concisely explain the Agency's mission and activities.
Manages media interest in Agency program activities, promotes Agency activities to targeted media outlets on a regular basis, and has or can serve as an on-camera spokesperson in response to media inquiries and pitches to select media.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
-Knowledge of the principles, methods, practices and techniques of press outreach and engagement. -Skill in developing new information materials including news releases, fact sheets, etc.-Ability to communicate orally and on-the-record with members of the news media.-Ability to communicate in writing.
