About the Position: As a Senior Counterdrug/Terrorism Policy and Strategy Officer, you will work together with other agencies and make recommendations regarding Counterdrug-Counterterrorism (CD-CT) policies and strategies, and various threats to Partner Nations in USSOUTHCOM's area of responsibility (AOR).

Duties

Develops, maintains, and communicates command and other U.S. Government Agencies (USG) policies, plans and initiatives addressing various regional threats/concerns to include Counterdrug-Counterterrorism (CD-CT) related matters. Monitors USG National Security Policy Directives and strategies for South and Central America, and the Caribbean; reviews national, DOD, and Joint Staff CD-CT policy and strategy documents enduring integration and compliance. Serves as a Lead strategist ensuring compliance with the National Drug Control Strategy (NDCS) and the key focal point for crafting strategic concepts and advancing alternatives addressing regional threats and international drug trafficking. Evaluates applicable national security policy and strategy directives, and other DOD, Joint Staff, DOS and USSOUTHCOM staff actions ensuring USSOUTHCOM integration and compliance. Conducts analysis of National Military and National Drug Control Strategy, National Military Strategic Plan for the War on Terrorism, National Interdiction Command and Control Plan (NICCP) ensuring organization CD-CT aligns with national guidance. Assess the effectiveness of current and future programs/plans countering the multitude of strategic threats and challenges that face the USSOUTHCOM area of responsibility (AOR). Provides critical feedback and recommendations regarding USSOUTHCOM policy positions on numerous national level strategic directives, policy statements, and proposals to address emerging and current regional threats. Supports multi-national information sharing initiatives to foster cooperation with AOR partner nations supporting CD-CT activities. Provides input to Joint Staff and Office of the Secretary of Defense (OSD) regarding USSOUTHCOM positions on proposals and activities to counter illicit threats in a regional framework.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • A pre-employment and recurring background investigation that includes contact with all references, employers, co-workers, personal associates, and a review of a driving record, credit history, criminal history, and military service are required.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary, you can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • For Pathways Recent Graduates: Must complete, within the previous two years, a qualifying associate's, bachelors, masters, professional, doctorate, vocational or technical degree or certificate.
  • For Pathways Recent Graduates: Veterans unable to apply within two years of receiving their degree due to military service obligation have up to six years after degree completion to apply.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
