This position is on the Criminal Division's (CRM) Office of Administration, Human Resources Operations Team (HR Ops) which supports CRM's mission of prosecuting high profile and nationally significant cases. HR Ops is a diverse team of committed HR professionals, and our overall workload is dynamic and fast paced. We work on routine matters related to recruitment, staffing, payroll, benefits, and records as well as many unique and exciting requests from all 17 Sections of CRM.
Duties
As a Human Resources Specialist (Compensation), you will:
Receive and address payroll inquiries regarding pay administration, leave administration, salary overpayments, and waivers of overpayment (written and orally requested).
Provide advisory services to other Human Resources Specialists regarding changes in service computation dates and their effect on leave accrual, reassignments from abroad, state income taxes, mid-pay period departures, etc.
Administer the time and attendance system.
Monitor and analyze various reports, as well as rejected Time & Attendances to determine actions to be taken to prevent future payroll issues such as overpayments, unpaid employees, or unused religious compensatory leave.
Monitor overseas allowances for Division employees located abroad. Reviews allowances on a biweekly basis to process changes in rates based on State Department fluctuations.

Qualifications
To qualify for the GS-11 level, applicants must have one of the following:
One year of specialized experience at, or equivalent to, the GS-9 federal grade level. Examples of specialized experience must include duties such as: providing advice and guidance to managers and employees on complex payroll issues such as overpayments, tax withholdings, and W-2 issues and advising supervisors and employees on time and attendance administration to include unusual work hours, comp and overtime, weekend work, and use of leave; OR
A PhD or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree; OR
A combination of education and experience.
To qualify at the GS-12 level, applicants must have: One (1) year of specialized experience at, or equivalent to, the GS-11 federal grade level. Examples of specialized experience include: analyzing proposed pay/leave/benefits legislation and regulations for impact on component policies and programs, drafting SOP's and internal procedures related to payroll processing.
Combination of Education and Experience - Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level. The two percentages are added and must equal 100% in order to qualify for the desired grade level.
All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. For a list of schools that meet this criteria, see www.ed.gov.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
