This is an excepted service appointment under the Department of Justice Pathways Recent Graduate Program. After successful completion of the program requirements, the individual may, at agency discretion, be converted to a term or permanent appointment. A recent grad converted to a term appointment may be subsequently converted non-competitively into a permanent competitive service position before the term expires.

Duties

This position is on the Criminal Division's (CRM) Office of Administration, Human Resources Operations Team (HR Ops) which supports CRM's mission of prosecuting high profile and nationally significant cases. HR Ops is a diverse team of committed HR professionals, and our overall workload is dynamic and fast paced. We work on routine matters related to recruitment, staffing, payroll, benefits, and records as well as many unique and exciting requests from all 17 Sections of CRM. As a Human Resources Specialist (Compensation), you will: Receive and address payroll inquiries regarding pay administration, leave administration, salary overpayments, and waivers of overpayment (written and orally requested). Provide advisory services to other Human Resources Specialists regarding changes in service computation dates and their effect on leave accrual, reassignments from abroad, state income taxes, mid-pay period departures, etc. Administer the time and attendance system. Monitor and analyze various reports, as well as rejected Time & Attendances to determine actions to be taken to prevent future payroll issues such as overpayments, unpaid employees, unused religious compensatory leave. As a Human Resources Specialist (Human Capital), you will: Assist employees with questions relating to conduct and/or performance issues. Interpret and explain employee relations procedures, practices, policies, and guidelines. Develop knowledge in performance management policy and issues, including those applicable to Senior Executive Service and Senior Leadership employees. Aid in disseminating guidance and scheduling information regarding all stages of the performance management cycle. Disseminate procedures and scheduling information regarding awards of all types. Coordinate the delivery of mandatory training to Division employees, tracks and reports its completion. Compile reports on training and responds to related data calls, audits, and other activities. Study, review, and analyze new or proposed equal employment opportunity and disability-related policies, procedures, programs and guidelines. Review requests and medical documentation for Family and Medical Leave Act and reasonable accommodation purposes. As a Human Resources Specialist (Staffing and Recruiting), you will: Render offers of employment and guides candidates through the pre-employment process. Manage the recruitment of positions under various hiring authorities. Provide guidance on various HR issues such as leave, payroll, compensation, benefits, or executive resources to employees and selecting officials. Work closely with selecting officials and subject matter experts to develop recruitment strategies for positions using various hiring authorities. Provide advice and guidance to hiring managers on special employment programs such as Pathways, disability hiring or veterans' hiring authorities. Present orientation to new employees or give training to groups of employees or hiring managers. Attend career fairs and utilize resume databases in order to carry out Division-wide recruitment. Qualifications

To be eligible for this recent graduate position, one of the following requirements must be met: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution. (Current students may apply if they are in their final semester, with a graduation date of Fall 2023. Include your expected graduation date on your resume and provide current transcripts. You must receive your degree prior to appointment.) Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply. To qualify at the GS-07 grade level, applicants must have one of the following: A bachelor's degree AND meet one of the following provisions for Superior Academic Achievement: (1) A standing in the upper third of your college class or major subdivision (e.g., school of business) at the time you apply; (2) A grade point average of "B" (3.0 on a 4.0 scale) or its equivalent for all courses completed; (a) at the time of application; or (b) during the last 2 years of your undergraduate curriculum; (3) A "B+" (3.5 on a 4.0 scale) or its equivalent for all courses completed in a qualifying major field of study, either (a) at the time of application; or (b) during the last two years of your undergraduate curriculum; or (4) Election to membership in one of the national honorary societies (other than freshman societies): OR One full academic year of graduate level education;OR At least one year of specialized experience at, or equivalent to, the GS-05 or GS-06 grade level. Examples of specialized experience include: inputting and retrieving recurring data using an automated system, interpreting and applying personnel policies and procedures, performing preliminary research and analysis on routine human resources topics or processes, and monitoring, tracking and reviewing documents for completeness; OR Combination of education and experience may also be used to qualify. Please note, only education in excess of a completed undergraduate degree may be used in this calculation. To qualify at the GS-09 grade level, applicants must have one of the following: Two full years of graduate education or a master's degree, LL.B, J.D., or equivalent degree that demonstrates the competencies needed to do the work of the position may be substituted for the experience required; OR At least one year of specialized experience at, or equivalent to, the GS-07 grade level. Examples of specialized experience include: advising managers on reoccurring human resources issues; researching HR policies, procedures and operations to perform a variety of HR support tasks; developing job announcements and reviewing applications for qualifications; facilitating new employee onboarding or off-boarding; analyzing human resources systems and reports to complete process functions; and/or supporting an employee training program by tracking registration and compliance with mandatory training; OR A combination of education and experience as listed below. Please note, only education in excess of one year of graduate education may be used in this calculation. Combination of Education and Experience - Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level. The two percentages are added and must equal 100% in order to qualify for the desired grade level. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
